The eleventh meeting of the Standing Committee of the National People’s Congress of the People’s Republic of China first reviewed the “Amendment to the Criminal Law of the People’s Republic of China (9) (Draft)” on October 31, 2014. The draft was publicly solicited from November 4, 2014 to December 3, 2014. The draft for the second review was formed. In June 2015, the 15th meeting of the Standing Committee of the National People’s Congress reviewed the “Amendment to the Criminal Law of the People’s Republic of China (9) (Second Draft)”, and publicly solicited “comments” from the public. The date is August 5, 2015.
The amendments mainly strengthen the enforcement of a number of criminal crimes, increase the coverage of a number of crimes involving “terrorism and extreme”, strengthen the control of dissemination of speech, and include practitioners such as defense lawyers/agents in the scope of criminal deterrence.
